Dumping Issue

Dear All,

It would be a great pleasure to say that the site value of the BDA Layout has increased considerably over the years even without seeing much development. Of late we can atleast boast of good roads with Kaveri water and LED street lights on the way. These factors may interest many to invest or build homes here. Even the rise of several RWAs in the area is a added plus point.

But our efforts are marred by the fact that the total number of actual residents in the layout is less. Some of the blocks have only 2 or 3 houses in them. We have vast expanse of land dotted with only a few houses. This has lead to another rampant issue of dumping in the form of garbage or building waste or mud. It is difficult for the authorities to check this in spite of several requests. Many of these dumpings happen at night.

Many private properties around the layout have become dump yards. An year ago the double road and 80 feet road passing through 2nd and 3rd Blocks saw so much dumping that the road left for motorist was only 10 feet. Even the area near Vishveshwariah Industrial area adjoining JP Nagar 9th Phase was a mini Mandur in making. Rubber tyres were burnt creating serious health issues to the residents nearby. This issue was resolved with the BDA clearing the dumped materials and erecting warning signs on the request of our association. The issue was bought to the notice of the MLA during an all association meeting in 2012, who immediately asked authorities to deal with the issue.

Even today tippers and tractors with debris and garbage find their way to these privately owned lands. Garbage is dumped and covered by mud and building wastes. The heavy loads carried by these tippers are claiming our roads. Noise and air pollution are a day to day affair for many residents. Authorities are tongue- tied because the dumping happens in privately owned lands. Many of these tippers do not have licence plates, making it more difficult to complain. Many of us would have seen visuals of Ashok Kheny complaining about the issue of medical wastes being dumped near NICE road on NEWS9.

Another issue is the dumping of animal wastes from the mutton/ chicken stalls in and around Anjanapura being dumped in the layout which attracts not only stray dogs but also Leopards from the nearby Bannerghatta forest. This is a very dangerous issue and has been bought to the attention of authorities concerned by the association. This is a regular feature in the Bangalore MIrror paper with a residents of the Puravankara Apartments spotting these cats regularly. This is a big challenge for us as these dumpers donot use trucks or tractors.It is done by using a 2 - wheeler late at night.

After several requests from our association the BDA has obliged to clean the vacant plots of dumpings and overgrowth once annually which is being done since the last 2 years. Even our association is pooling in our resources to do clear this twice annually as they attract snakes and mosquitoes.

These issues prevent the actual growth of the layout, which has the potential of becoming an area like JP Nagar or Jayanagar as it is well planned area between Bannerghatta Road and Kanakapura Road. We from KSHEMA are totally dedicated to this task as it is only something which we can offer to our own families - "A good neighborhood". We also request site owners to come and visit their sites at least once annually and also to share their mobile numbers and mail- ids with the residents, such that they can be intimated about any happenings in the Layout.

As long as the area is vacant, these kind of illegal activities keep happening. occupancy is the only solution to check
these kind of dumping activity. Neither an association nor police or any authority can't put vigilance 24X7 or 365 days.

If this dumping activity exceeds certain limit, all those investors who are looking for linear/logarithmic hike in their asset
value over a period of time may have to repent in future like how things happening in and around Mandur or Mavalli due to
highest level of pollution in the ground level due to waste dumping.

What you mentioned is very true. Nothing positive can happen until people themselves decide to move in. Accordingly we believe that the biggest issue in this layout is the lack of residents. Hope more site owners realise this and start constructing homes here before such situations arise. They dump a truck load of rubbish and cover it up with mud and building debris. We as residents can only imagine the toll it takes on the water table and ecology at large. Not only that if anyone has seen the 30 - 40 feet pileup of debris near 2nd Block which was once a valley area you will understand how intense the problem is. I on part of our association request site owners in that area to take charge before you have a huge mountain in your backyard that just made of loose debris.
Another nasty form of dumping is that of leftover cement concrete from these concrete mixer. This can been seen on almost every road. Many accidents have happened when motorist try to navigate stretches on which the concrete has been freshly dumped due to its slippery nature.

These agencies dump garbage and cover it up with building debris and mud from Metro and other projects. Its high time that the site owners take proper possession of their sites as many of these activities happen in the private lands, quarries surrounding the layout and also in the uninhabited parts of the layout. Residents here are literally in peril at all times due to air , water and noise pollution. Also please refer to the following newspaper articles from 2012 to present for more info on the issue

There is still a lot of dumping of building debri happening behind 2nd block . I saw a lot of trucks carrying the debri to that location last week too.
Is that land privately owned by someone? Are they trying to to flatten the land for some purpose ? anybody have any clues ?
